My CDRs look like they have resin spilled over the outer edge. Is this normal? Yes, lacquer covering the outer edge of the disc is normal as well as intentional. A CDR consists of a polycarbonate substrate, dye layer , reflector layer, lacquer coating and a label surface. The recording layers are added to the top or label side of the polycarbonate. Next, a lacquer is added to cover the the recording layer and is allowed to "spill over" at the outer edge to seal the recording layers from the environment. A screen printed label is then added or a surface which recieves a printed image - either inkjet or thermal. When looking at the disc you will see that the lacquer appears to have "spilled over" at the outer edge. This is intentional as part of the manufacturing process.
